Los Angeles Marathon

For the first time ever, Beverly Hills will be the thoroughfare on next year’s Los Angeles Marathon route! The 25th anniversary of this event is appropriately named “From the Stadium to the Sea” and will take place on March 21, 2010. Set to pass a landmark every mile, Marathoners will start at Dodger’s Stadium, pass through Hollywood, the Sunset Strip and Beverly Hills, and will end 26.2 miles later at the Santa Monica Pier. Runners will first cross the boarder into Beverly Hills at Santa Monica Boulevard. They’ll then head South on Doheny Drive and West on Burton Way before passing through cheering fans at mile 14 on Rodeo Drive! Day in the Life of an Escrow: Title Officer

*this is Part Five in a five-part series on the escrow process. Special thanks to Michael McKeon for sharing his insights on this intricate process.

Last season I wrote about how the buyer navigates the escrow process when shopping for a new home. A few weeks later I followed up with a feature on the day in the life of a seller during the escrow phase. I also wrote about what an escrow officer does behind the scene to help make sure that things run as smoothly as possible. In part four of this series published last month, I wrote about the role a lender plays in the escrow process and the importance of working with an ethical lender who has your best interest at heart.

So, how does the Title Officer fit into the picture?

⬀ At the beginning of a transaction, the title company receives an order for title service.

⬀ Public records affecting the real property and the Preliminary Title Report are examined.

⬀ Based on their findings, Title determines what particular documents or requirements are necessary to complete a transaction.

⬀ Prior to the closing date, Title officer reviews and approves all signed documents and releases the order for title insurance.

⬀ Once the Escrow Officer gives authorization, Title prepares to issue title insurance policies and records signed documents with the County Recorder’s office.

We’ve had the opportunity to take a peak into the lives of a Buyer, Seller, Escrow Officer, Lender and Title Officer during the escrow process, and we’ve seen how they all play a crucial part in facilitating a smooth and successful transaction. With clear communication between all parties, your buying and selling experience will be seamless and enjoyable!

Beverly Hills Flats Market Update: February

This short video is a recap of the housing market activity in the flats of Beverly Hills for February 2010. This is specific to single family homes located North of Santa Monica. There are currently  26 listings in the area. In the past 3 months, a total of  11 homes have either sold or are pending sale.

With so much inventory in the flats, it is critical that Sellers price their homes appropriately. If a home is priced too high, it helps sell the competition. If it’s priced well, the competition will help sell the home. It’s really that simple!

Teacher Layoffs Considered by the Beverly Hills Unified School District

In an effort to reduce BHUSD’s budget by over $1.5 million, administrative staff recommended the layoff of 20.6 teaching positions at a Board of Education special study session Monday, reports Amanda Peabody of the Beverly Hills Courier.

The recommendation comes on the heels of an almost $1 million dollar shortfall revealed earlier this month after Beverly Hills Unified School District underwent an annual government-required independent audit.

In a presentation led by Interim Chief Business Officer Mary Anne McCabe and BHUSD Director of Human Resources, the proposed certificated staffing cuts will be shared across all grade levels and school sites. No programmatic cuts were suggested.

Proposed are:

• four staffing reductions at the kindergarten through third grade levels;

• two staffing reductions at the fourth and fifth grade levels;

• four staffing reductions (two English, one math, one multiple subject) at the sixth through eighth grade levels;

• 10.6 staffing reductions (two English, two math, two physical education, one art, one history, one physical science, one Spanish, .6 French) at the ninth through 12th grade levels.

The reductions follow lowered projected enrollment numbers for the 2010-2011 school year. Cutting 20.6 certificated teaching positions could provide $1,648,000 in recovered funds.

Reducing certificated positions, said BHUSD staff, would also reduce the student/teacher ratio at all grade levels.

“There are a number of districts that are going to 29:1, 30:1 and up to 34:1,” said Interim superintendent Jerry Gross. “We are, in some cases, 10 students less (per class). We are very blessed.”

Per staff findings, the student/teacher ratios would be reduced as follows:

• grades K-3 current = 18:1; with staff recommended reductions = 17:1;

• grades 4-5 current = 26:1; with staff recommended reductions = 25.5:1;

• grades 6-8 current = 28.5:1; with staff recommended reductions = 26:1;

• grades 9-12 current = 21:1; with staff recommended reductions = 21:1.

“It doesn’t look like there is any way we can avoid these reductions because they align with (lowered) enrollment,” said Board of Education member Myra Lurie.

Boardmember Brian Goldberg called for other solutions to recover the $1.6 million such as lowering the districts reserve limit from 3.6 to 3 percent, a move he claims would save an estimated $325,000 and four to six teachers. Board President Steven Fenton also favored this reserve “hair cut.”

Other moves, such as natural attrition of current staff, may save positions as well. Annually, BHUSD sees about 5 percent of teachers vacate positions.

But warned Cherniss: “It’s not going to be a windfall this year. It could even be less than most years.” Staff was directed to look into early retirement incentives, including a $1,000 bonus for early notification, to encourage stronger attrition numbers.

Boardmember Jake Manaster and board Vice President Lisa Korbatov requested a line-by-line “restaurant menu” of where the cuts would come from and how much each position would actually save per proposed cut.

“We need to be careful about not just looking at this year, but the whole picture,” said Manaster, who cautioned that forthcoming years would require deeper cuts. “I’d rather not be reactive, but proactive.”

Manaster also called for increased Beverly Hills Education Foundation donations. BHEF is able to provide monies that can be used to fund staffing positions.

BHUSD staff proposed further considerations to align the budget including an energy management program, labor negotiated furlough days, examining possibilities for additional revenue streams within adult education and site cafeterias, as well as the reduction of counselor positions.

The board unanimously agreed that counselor cuts should be removed from consideration.

Layoff notices, or “pink slips,” must be submitted by March 15, per state law.

“Every pink slip we give is not given arbitrarily,” said Cherniss. “We take it very seriously. That being said, we need the flexibility.” Final layoff notices, however, are not issued until May 15, said Cherniss.

“It is unfair for the district to transform nearly $1 million of recently discovered accounting irregularities into layoffs of innocent teachers who were in no way involved in the poor administrative decision-making that has contributed enormously to a perceived deficit,” said Chris Bushee, president of the Beverly Hills Education Association. “Unfortunately, the administration’s proposal to close nearly two dozen teaching positions in one fell swoop hurts students the most.”

The board has only three meetings before the March 15 deadline to finalize the course of action they will take to find the $1.5 million in necessary budget reductions.

*First the students, now teachers? Last month the Beverly Hills School District voted to end special permits for over 400 students who don’t live within the district and said that students must establish residency within the district to take advantage of the school system. Now, as teachers eagerly hope to dodge the “pink slip”, parents and students also wonder how severely this cut will effect their families. What do you think of this proposal? L.A Dogs: It’s a Ruff Life in Beverly Hills

A friend of mine visiting from Italy had one major observation while walking with me down Rodeo Drive: America’s adoration and love affair with dogs is remarkable and quite out of the ordinary.

This is most evident in Beverly Hills. We simply adore our pups and know that pampering isn’t just for humans. It’s a dog’s life! Amidst posh hotels, world-famous boutiques and elegant restaurants, dogs too can lay comfortably in the lap of luxury. Fifi and Fido have their own personal groomers, massage therapists and psychics. And to get ready for that “A List” canine cocktail party, they take their stylists and head to the Beverly Hills Mutt Club.

Day in the Life of an Escrow: The Lender

*this is Part Four in a five-part series on the escrow process. Special thanks to Michael McKeon for sharing his insights on this intricate process.

Last season I wrote about how the buyer navigates the escrow process when shopping for a new home. A few weeks later I followed up with a feature on the day in the life of a seller during the escrow phase. I also wrote about what an escrow officer does behind the scene to help make sure that things run as smoothly as possible. How does the lender fit into the picture?

Some buyers are able to pay all cash while others will need to get a loan in order to purchase their homes. A lender plays an essential role in a successful transaction before and during the escrow phase:

⬀ Once a Buyer has identified a lender of choice, the lender begins the qualification process and accepts a loan application from the Buyer.

⬀ Buyer’s credit report is checked and employment and any deposits are verified by lender. Upon receipt of a fully executed purchase agreement, the lender orders an appraisal report and reviews it along with the Preliminary Title Report and any related documents.

⬀ Buyer’s loan package is submitted to an underwriter for approval and when approved, title insurance requirements and loan conditions are set in place.

⬀ Buyer is notified by lender of loan approval terms and commitment expiration date. Buyer also receives a good-faith estimate and closing costs from lender.

⬀ Loan documents and instructions are sent to escrow for Buyer’s signature and approval.

⬀ Once the executed loan package is reviewed and approved, Lender and Escrow Officer coordinate funding.

I can’t stress the importance of working with an ethical and honest lender who has your best interest at heart. Far too many lenders have taken advantage of buyers who are not fully aware of the lending process.

Some lenders for instance, provide buyers with a good-faith estimate that underestimated loan fees and settlement charges just to lure applicants away from competitors. Buyers were then faced with last-minute fees, sometimes thousands of dollars higher than the lender’s initial estimate.

To eliminate some of these unethical and controversial practices, the Department of Housing and Urban Development has set new regulations this year to ensure that lenders give borrowers upfront estimates that are no more than 10 percent different than the costs charged at the close of escrow. If the charges at closing exceed the amount on the initial good-faith estimate, the lender is held responsible for the difference.

Beverly Hills School District Votes on Controversial Proposal

Tensions were running high in Beverly Hills on Tuesday night as the Beverly Hills Unified School District approved a controversial proposal to end special permits for over 400 students who do not live within the Beverly Hills School District.

After a four hour heated debate on Tuesday that ended close to midnight, the board unanimously voted to notify “permit students” in kindergarten through 8th grade that they would not be allowed to renew their permits and must establish residency within the district boundaries if they wish to take advantage of the school system. High school students have been exempt from this and are allowed to remain in the district until they graduate.

The district was receiving $6,239 from the state for each out-of-district student it enrolled. With a funding shift in place, the board will now rely on self-financing by utilizing its own property tax revenue.

Several residents and students had a chance to voice their opinions during the debate. Former Mayor Robert K. Tanenbaum presented the board with a petition signed by 2,600 residents to allow permit students to stay on. “We made a commitment to these children when we needed the dollars. The children are not expandable. They are not financial assets,” he said.

Beverly Hills Board Vice President Lisa Korbatov believes that the vote is protecting the residents of the city by utilizing money to fund their schools instead of paying for outsiders. “People make sacrifices to move in here,” she said. “We’re saying to permit students, ‘Please move in; be our neighbors.”

Most permit students in the district come from L.A’s well-to-do neighborhoods that surround Beverly Hills and will now have to either attend a private school or a public school in the Los Angeles Unified School District where their parents pay taxes.

Some are willing to make the sacrifice. According to the Associated Press, at least one family is thinking about moving to Beverly Hills to be able to continue their education in the school system. One student tells AP, “My Dad’s starting to pack up boxes around the house.”

Those whose permits are not renewed are able to appeal to the Los Angeles County Office of Education, the final authority on inter-district transfers.
